Speaking on Gary Lineker's Rest is Football World Cup podcast, Maguire shared his experience of Tuchel's call, describing it as an "awkward" conversation.
"He FaceTimed everyone. It was quite an awkward call," Maguire said.
"I received a text saying can I speak to you about 4pm. It is quite a unique way of doing it and it must be quite hard because he can see everyone's reactions," he added.
Maguire admitted to expressing his disappointment immediately, saying he thought he had done enough to be included in the squad and could have contributed both on and off the pitch.
Tuchel explained that he had chosen to go with the four players who had helped him through the autumn, but Maguire felt it was tough to accept.
Maguire, 33, also spoke about his international future, stating that he does not plan to retire from the England team anytime soon, despite turning 35 by the time the next Euros comes around.
"I don't think I would retire from England. I still feel I have something to offer. There will be a time and a place where I don't deserve to get picked but I probably still wouldn't come out and retire," Maguire said.
"If I got one more cap, it would be worth it," he added.
England's World Cup campaign is set to kick off with a match against Croatia at the Dallas Stadium, followed by games against Ghana and Panama on June 23rd and 27th.
