Swinkels joins Exeter after spending the second half of last season on loan at Bristol Rovers, where he played 18 matches and scored two goals.
Exeter City's manager, Gary Caldwell, expressed his enthusiasm for the new signing, stating that Swinkels is a young centre-half the team has been interested in acquiring all summer.
Caldwell noted that while Swinkels faced challenges at Bristol Rovers, who were relegated last season, he believes the experience will be beneficial for the player and the team.
According to Caldwell, Swinkels will be a valuable asset to Exeter City, contributing as both a centre-back and left centre-back.
