Neville pointed out that Shaw is not displaying the level of urgency and energy required to play in this position, and is instead "ambling forward" instead of making a real effort to press forward.
Neville also compared Shaw to another player, Yoro, who is not as comfortable on the ball, but at least tries his best.
Neville's comments come after a disappointing performance by Manchester United, who lost their four-match winning streak at home and are now 10th in the table.
The team will now use the upcoming week to prepare for their next match against Crystal Palace, where Shaw's participation is uncertain.
